  1. The letter of  Mr. Knapp to the Town Board dated March 27, regarding illegal executive sessions was included in the correposndence list. A request by Mr. Knapp to read the letter was denied by the Supervisor. The letter is posted here, along with a letter to the Editors of the local papers. In hopes that the Board will conform to the Open Meetings law in the future, the letter was not sent to the local papers..  
 

Planning Board Meeting of Wednesday, April 16 (Highlights)

1. The Planning Board received a communication from the Town Supervisor stating that the copy of the Nov. 7 Draft of the Comprehensive Plan indicating the changes made a week or so prior to the Feb. 13 Open Hearing, and since , as requested of the Supervisor by the Planning Board Chairman on March 15, will be in the hands of Planning Board members in a few days. The Chairman requested that members of the Board, upon receipt of this document from the Supervisor, review the revisions in preparation for the Planning Board meeting on May 21.

2. An analysis of the changes made to the Nov. 14 draft of the Plan by members of the Town Board prior to and since the Open Hearing on Feb. 13 is now posted.

3. The Board was asked if they were going to request the Town Board to extend the 6 month moratorium on subdivisions which expires in June.

1. The following candidates for the Zoning Committee were interviewed in Executive Session: David Soule, Phil Cook (Ag Committee), Sid Mann (ZBA), Tara Farnan (Planning Board), Carolyn Merritt and Mark Kendall. ZBA Chairman Bob Barret wrote a letter to the board withdrawing his application, because of time commitments. Applicant and ZB A member Tom Murrin was apparently not informed of the scheduled interviews and still wishes to apply. The Town Board tabled appointments until the next meeting. The Board has not indicated how many members are to be appointed, including the number of alternates.

2. The Board voted unanimously to support, through a resolution, the request by the Finger Lakes Futures Alliance that the Ethanol Plant along Seneca Lake go thorough a thorough SEQR (Environmental) review.

3. The Board will proceed with the process of appointing alternates to the ZB A and the Planning Board, now that the town has recieved word that the alternates law has been filed with the State. A block ad announcing the openings is to be published in the local papers. No deadline for applications was specified. Individuals wishing to serve as an alternate to either the  Planning Board or the Zoning Board of Appeals should secure an appliction from the Town Clerk.

4. Attorney Brocklebank has given the go-ahead for a public hearing on the new Ethics Law. The hearing is scheduled for May 28. We will post the draft of the law here, if it is not posted on the town website. Comments on this law. prior to the Public Hearing, are invited and will be posted.

5. Mr. Knapp's follow-up letter to the Town Board regarding Executive Sessions, dated 4-7-08. was included in the correposndence list but not discussed, nor were its requests to the Board responded to..

6. The letter from several Barrington citizens regarding criteria for selection of Zoning Committee members sent on Feb. 19 was finally listed in the correspondence list after being re-sent. This letter, though received and logged in by the Clerk in February, had not heretofore been listed in the Supervisor's Correspondence. Neither the contents of this letter, nor the issue of criteria for zoning committee selection have been discussed in an open session of the Board.

Three candidates were interviewed for the Zoning Committee: David Wilcox, Steve Knapp and Tom Murrin. The Board decided to place an announcement in the papers that will close off the applications as of Thursday, May 23.

Applications are still being sought for alternates to both the Zoning Board of Appeals and the Planning Board. The deadline for application is June 25th before  5:00 pm.

Suggestions for further revision of the proposed Ethics Law as proposed by Jerry Lange were sent to the town attorney and adopted by the Board. The Town attorney recommended that Mr. Lange's suggestions be incorported into the law. The new version of the law is now available on the town website. An open hearing on the Ethics Law is scheduled for May 28th at 7:00.

The Planning Board conducted an extensive review of the Town Board's revisions of the Nov. 7 Draft of the Plan. These revisions will be incorporated into a new draft by Joe Bovenzi of the Genesee Finger Lakes Planning Council, who was present at the meeting. The new draft will be available by the next (special) meeting of the Planning Board scheduled for June 2.  The  Board agreed to recommend to the Town Board that the two boards hold a joint workshop on the Plannng Board's May 22nd revisions, prior to the required public hearing to be conducted by the Plannikng Board. Hope was expressed that this process of joint collaboration will facilitate greater involvement by the Town Board in the planning process, foster better communication of mutual concerns between the two boards, and help avoid a repitition of the delay following the submission of the last draft by the Planning Board on Nov. 7. We anticipate that these latest changes to the Plan will be available on the town or GFLRPC websites sometime after June 2. Meanwhile, the current draft is available on the town website.

Prior to working on the Plan a discussion took place between the Planning Board, the Code Enforcement Officer, and members of the Zoning Board of Appeals who were present in the meeting. A purpose of the discussion was to clarify procedures for the review of Special Use Permits by the Planning Board, as required in our Zoning Code. The process for submission of appications for variances to the County Planning Board were also discussed.
